Perhaps the Council could look at Rezoning some of the Carmel Crossings commercial space for the multi family and assisted living units. Infrastructure, parking, etc. already exist, very close to Pineville-Matthews bus stops, and Lidl is around the corner.
Start with the empty building on the one corner, retain the exterior and retrofit the interior.
